ITDS — Infant Toddler Developmental Specialist — is the credentialed, evidence-based model Florida uses in its statewide Early Steps / Part C early-intervention program for children from birth through age three. Vero Pediatric Therapy Services makes that same model available privately to Treasure Coast families, so you don't have to wait for an eligibility determination to get expert support for your baby or toddler.
What an ITDS Does
An Infant Toddler Developmental Specialist is a professional who has met Florida's credentialing requirements to provide early intervention in the developmental domains that shape the first three years of life. ITDS practice is a whole-child, family-centered approach: rather than treating a child in isolation, the ITDS coaches the caregivers who are with the child every day, so the strategies that work in a session continue through diaper changes, meals, car rides, bath time, and bedtime.
ITDS work focuses on four core developmental domains:
- Communication & language development — supporting babbling, first words, gestures, sign, early vocabulary, understanding directions, back-and-forth exchanges, and the foundations of social communication.
- Motor & movement skills — rolling, sitting, crawling, walking, climbing, reaching, grasping, self-feeding with hands and utensils, and the whole-body coordination that lets a toddler explore the world.
- Social-emotional development — secure attachment, co-regulation, tolerating transitions, recovering from upsets, parallel and early cooperative play, and the beginnings of empathy.
- Adaptive and self-care skills — eating a widening range of foods, sleep routines, dressing cooperation, early toileting readiness, and the daily-living milestones that make family life work.
The ITDS is trained to read development holistically, catch concerns across every domain, and refer out to a licensed specialist — such as a Speech-Language Pathologist, Occupational Therapist, or Applied Behavior Analysis team — the moment a child needs that deeper, discipline-specific level of care.
The Early Steps / Part C Connection
Every state in the U.S. administers an early-intervention program authorized by Part C of the federal Individuals with Disabilities Education Act (IDEA). In Florida, that program is Early Steps, run through the Department of Health. Early Steps is where the ITDS credential comes from and where it has been established as a core service for decades: tens of thousands of Florida families each year receive services from an ITDS through Early Steps.
Families typically reach us for ITDS services for one of three reasons:
- You are waiting on an Early Steps evaluation and want to get started now. Public-system waitlists can run weeks or months; a private ITDS can begin coaching while you work through intake.
- You were found not eligible for Early Steps — often because a child shows a delay that falls just under the state's eligibility threshold — but you still want expert coaching. Private ITDS services carry no eligibility gate.
- You would like more frequency or flexibility than the Early Steps service plan offers, or you want a dedicated private provider without changing systems.
Choosing private ITDS services does not disqualify you from Early Steps. Many families use both.
What an ITDS Is Not
Being honest about scope is part of how we build trust. An ITDS is not a licensed Speech-Language Pathologist, Occupational Therapist, or Behavior Analyst, and ITDS services are not a substitute for those disciplines when a child needs them. If your child needs diagnostic evaluation or treatment by a licensed clinician in one of those professions, we will say so plainly and either make that referral or deliver that service through our own licensed providers — which we also offer as discrete services at Vero Pediatric Therapy.
What the ITDS does do extremely well is support early development across all four domains in the family's natural environment, catch concerns early, coach the caregivers, and coordinate with other providers so a child's care feels cohesive.
Why Early Developmental Coaching Works
The first three years are not just important — they are the single most dense period of brain development across the human lifespan. Neural pathways for language, motor planning, emotional regulation, and social connection are literally being wired during this window, shaped by every interaction a child has with the people and the environment around them. That is why Part C exists in federal law, and why the ITDS model was built the way it was: it meets the child during the window of maximum neuroplasticity, in the places where development is actually happening.
Published research from the National Research Council, the American Academy of Pediatrics, and decades of Part C program evaluation consistently find the same thing: structured, caregiver-focused, naturalistic developmental coaching delivered in the first three years produces durable, measurable gains across every domain — and reduces the need for more intensive specialized services later. The ITDS model operationalizes that evidence base.
Our Care Model
Every ITDS program at Vero Pediatric Therapy Services is designed and delivered by an Infant Toddler Developmental Specialist who meets Florida's state credentialing requirements. Our ITDSs are supported by, and coordinate directly with, our in-house licensed Speech-Language Pathologists, Occupational Therapists, and Behavior Analysts — so if the picture becomes clearer and your child needs one of those disciplines, nothing has to restart.
Services are predominantly delivered in your home or another natural environment where development actually happens: the backyard, the playground, library story time, a grandparent's house. We observe how your child moves and communicates in the places they already live, and we coach you in the routines you already do.
What to Expect
Every family begins with a free consultation call so we can hear what is going on, answer your questions, and decide together whether ITDS services are the right fit. If they are, your specialist conducts a thorough developmental intake — parent interview, structured play-based observation across all four domains, and a review of any Early Steps or pediatric records you have — and then builds an individualized coaching plan with clear, measurable developmental goals that we revisit together as your child grows.
Sessions are play-based and caregiver-involved. You will be in the room; you will try the strategies with your child during the session; and we will trouble-shoot in real time so the approach actually works when we leave. Written session notes are shared with you so you always know what we worked on, what to practice, and what to watch for.
Our Treasure Coast Service Area
Our contracted Infant Toddler Developmental Specialists serve families throughout Vero Beach and the rest of Indian River County, Sebastian and Roseland, and Fort Pierce in northern St. Lucie County. In-home visits are the primary delivery model; virtual coaching is available where it makes sense.
Private Pay & Insurance Notes
ITDS services at Vero Pediatric Therapy are offered as a private-pay service. We are not a replacement for public Early Steps services if you qualify for them — and we are happy to point you toward Early Steps directly if that is the better fit. Private pay simply means fast access, flexible scheduling, and a dedicated specialist outside the public-system waitlist.
